So I havnt seen this mentioned and was wondering how this works. Can you perform a cloak action from the adv cloak device if you are in contact with another ship? You hit the ship therefore you weren't allowed to take a free action therefore you shouldn't be able to take a free cloak action right?

Touching does not stop you taking free actions. If youre touching, you simply skip your 'perform action' step.

Yep, you smack into the ship, lose your regular action from the perform action step and can't shoot the guy. So you shoot someone else, then pull the vanishing trick with ACD. All very cool, as long as you've got that other target to shoot at. This is all assuming you overlapped during movement and not from decloaking, as declaoking doesn't allow an overlap situation.
