Is there a expansion that adds Admiral Thrawn?

Not to say he won't. Plenty of characters have yet to be seen.

Tallon Karrde is being released in the next deluxe expansion, Between the Shadows, so I suspect it is only a matter of time before Thrawn is seen in this game. After all, characters like Winter*, Mara Jade, and Talon Karrde were all introduced in the same trilogy as Thrawn and they all have cards.

Oh my goodness! Wouldn't that be great if Thrawn's set featured Noghri with Protect Officer?!

*I'm not 100% sure about Winter's first appearance in the EU, so correct me if I'm wrong.

I thought I read somewhere that he was the world champion card, and coming out in this fall's cycle?

Wow, I didn't know that. But it makes sense: traditionally, World Champion cards have been borderline ridiculous, and as much as I adore Zahn's cast of characters including Thrawn let's admit it: Thrawn is OP (I don't like to throw around words like Mary Sue but ****). Making him average in any way would be unfaithful to the character and a poor choice overall.

It's interesting how the objective set system opens up the design space to create cards that are objectively superior or inferior to other cards while still allowing the latter to see play.
