Sure, but you're dealing with ships of the same PS, which specifically was not true in this case.If it was a question of PS8 Corran vs PS8 Corran, I'd say the answer would be quite obvious. But when you have a PS10 vs PS8 Corran, that changes things. Well as was pointed out above, we sorta already did with Swarm Tactics. If both players have it, both get to use it. The difference being that with ST there's not really any way the ship can be destroyed before it uses it...

But there's also the stacking if you have more then one ship with ST, with a FIFO system.

I suppose what I find weird though, at least to my mindset, is that PS doesn't enter into it at all. To that end, I'm going to play devil's advocate here and make up an example that's something of reductio ad absurdum and equally ridiculously hypothetical...

Imagine, if you will... a battle winding down between Wedge and a lone remaining Academy TIE fighter pilot.

Fearless Rebel pilot Wedge (at PS 9) is equipped with Magical Upgrade that allows him a second attack at the beginning of the End Phase, just like his buddy Corran can do. However, the Empire has duplicated the Magical Upgrade technology and it's installed on the hapless Academy TIE Fighter Pilot (at PS 1), so now she gets to fire at the beginning of the End Phase along with Wedge. Since Wedge and his buddies from Rogue Squadron came out all with a fully loaded squad at 100 points, and the hapless Empire squad slipped into the combat at 99 points, the Imperials ended up with initiative. The two ships end up pointing right at each other and survive through the Combat Phase. Now the End Phase comes along... Wedge, being the ace pilot that he is now finds himself equally gunned by the total n00b TIE pilot, who gets to fire first. I find that weird, in a thematic sense. Maybe Wedge should have just aimed a bit better in the Combat Phase.

But, rulez iz rulez, so we stick with what was told to us. And I'm (mostly) okay with that.

I love devil's and advocates, so I'll bite.

In your example, it makes perfect sense - if both sides used "magical upgrade technology" then it isn't Wedge's inherent ability that determines the shot, it's the magical upgrade tech. If the Academy Pilot had exact mimic tech, then it makes sense both go at the same time as they are not the ones allowing the attack but instead the equivalent tech that is doing so.

Hence - they occur simultaneously.
