I am sure that this has been answered numerous time before but I can't find the answer. When cloaked, can a Phantom (1) move, (2) attack, (3) be ionized?

The special rules for cloaking are on the two rules cards that come with the ship. Everything not covered on those cards remains as the other, regular game rules say.

Note, a cloaked, ionized phantom does not reveal a move dial (per the ionization rules) therefore it cannot decloak.
