Starting a campaign using Emperor's Chosen Legacy insted of Oath

Well, the main point is right in the title. you can skip to directly too the question in Bold if you want to avoid the "why".

After GMing a little over 25 missions in the Orpheus salient, where I could see some recurring problem or inconsistency in the game system, I plan on "rebooting" a campaign modifing the rules I feel are source of the said problems/inconsistencies.

One of these is, for me, the squad mode abilities changing with the team Leader and is Oath.

What could possibly explain than one time they're able to pull some stunt that they mysteriously "forget" on their next engagement.

Considering this, I found out that the Legacy system found in "The Emperor's Chosen" seemed much more credible.

But if i like the idea of collective purchase of manoeuvre and roles to symbolise the growing of the teamwork within the kill-team there still one thing that bugger me.

Aren't the Roles capacities a little overpowered for use at low level ? (I know it is primarily designed for end game level)

Have you tested this system and, if so, have you encountered any major/bugging problem ?

Any other suggestions considering the situation stated is welcome ^^
