When is the correct time to react with the 2nd copy of A New Low?

Is it immediately after playing the first attack, or once the first attack resolves?

After the attack resolves. The window of "after your opponent fails a control check" is still open, as you have to resolve all parts of a response to an event before able to play a second response to the same event.
