If a cloaked Phantom is ionized can it decloak? Since no manuever dial is assigned I didn't know if it could since you deloak before revealing your dial.

Nope it can't decloak - same issue as with advanced sensors.

The trigger is "immediately before revealing it's maneuver dial", so no dial, no decloak. Ionising them can be nasty for the Phantom. Also check the FAQ on Advanced Sensors and the interaction with the Phantom.

I was going off the Advanced Sensor mention with Phantoms in the FAQ. I just wanted to make sure.
