YT-2400 Outrider/Gunner

Haven't seen this before, so I just wanted to ask it before the expansion came out and I looked dumb trying to use this combo.

So a YT-2400 with HLC, Gunner, and Outrider title.

One ship is at range 1 and I can't shoot it with the HLC, so I shoot at another ship at range 3 and then I say I want to attack that ship at range 1 with my primary now.

Outrider says you cannot preform primary weapon attacks.

Gunner says "You may preform primary weapon attack".

Which card takes priority here? Does the gunner allow you to make that second attack, or will Outrider block that outright?

I wish the wording and ruling on wording were clearer :(

If one card ability forbids an effect, while another ability allows it, the effect is forbidden.
