The Past of Spectre Cell 17

So I've done a little bit of work already, although it's not really that much. I've been looking into the stats of Spectre Cell 17, including their descriptions of course, to try and find out a little more about them.

Hellos: No idea on homeworld or background. He has Athletics for some reason and I can't find any reason why. He's really my biggest trouble giver.

Jonas: Gun Metal City into Guard Possibly a background I haven't seen. Possible Soldier of the Margin Crusade for his Unshakeable Faith

Arkadia: Noble Born, Sons of the Dispater background

Lo-tan: Not sure about homeworld or background, not entirely sure where he got the higher acrobatics and dodge (the +20 I mean, I know they can get up to +10)

It seems like they did actually build the characters from the system itself and didn't just put together characters they felt would work for a kill-team, but then stuff like Hellos and Lo-tan happen that doesn't give much credence to the idea. Has anyone done this previously? Asked about it? I didn't see anything in the back of the Forum Log but that doesn't say much.

Anyone interested in helping me? Anymore than I've done? I'm really only doing it to try and see how I'll npc them.

Asked official channels and the word was that they built them more off a concept adding in things from the books that worked well. So any semblence to a fully book built character is glancing. Ah well, I suppose it opens up interpretations to build them any ways seen fit.

Game designers are especially loose with their own rules.

it doesn't help that they aren't entirely descriptive in the npc appendix for their adventures or descriptions of their personality. It's a pagecount thing, and I get they don't want to block GMs into one way of play. It'd just be nice to have concrete answers.

Most discrepancies can be explained with elite advances I guess.

NPCs don't have to be built using the same rules as PCs. Frankly I lean towards adding in what talents and skills I believe a NPC ought to have and be done with it.

I get that, but I do wish they'd at least remarked on the past of each member. A bit was gleaned from initial descriptions, but there are some members like I remarked where it's just up to the GM, and I guess I'm lazy. It's fine though, I just thoroughly enjoy the fluff of the Calaxis Sector, and like reading about the various people and the way the backgrounds a PC can select have impacted other npcs.
