If someone lands on the town square space and moves a card from any space in the region to that space do they encounter the moved card that turn?

This is an interesting question, probably it has already been asked.

It is quite obvious that the Town Square makes you encounter the card, but it shall be noted that the basic rules cannot resolve this space. It is not a “draw card space”, so any cards should be encountered before the space as per rules. If you follow the basic rules, the moved card would not be encountered and should be discarded at the end of the turn, which is probably not the purpose of the space.

The space lacks the instruction to encounter the card immediately.

Moving a card from one space to another (eg: Town Square, Summoning Circle, The Gathering Event, Sepulchre Spectre Enemy) is considered equivalent to drawing, so yes!
