Concussion.

With concussion you get to change 1 blank to a hit, so with a focus you have a good chance to land a fair amount of damage. Homing only stops your opponent from using evade tokens. In my experience, most people focus the majority of the time, so this would have zero effect against your average player (from my experience, at least). Also, less than half of ships available currently even have the evade action, unless you count the MF title, which would make it exactly half.

Whisper absolutely dominates, and though Soontir is very good, the Phantoms just outshine the Interceptors in nearly every way.
