Phantoms: to take initiative or not?

This is assuming you have advanced cloaking device and your opponent has a ship that matches your PS. Is it better to take initiative (so you shoot first to recloak) or give initiative away so that you move last to potentially arc dodge?

Thoughts? I'm really torn

Isn't that the beauty of echo though? He can basically arc dodge (with a hair of luck and some decent guessing) before any lasers fly.

Not just arc dodge: it prevents them arcdodging you. Echo versus PTL Daredevil Tycho was a hard fight with Tycho having initiative.

It's a hard one. If they have hypermaneuverables of the same PS I'd give them initiative. Otherwise with ACD I think you're better shooting (and cloaking) first yourself.

In my opinion its a good idea to have a decent initiative bid, so you can make the choice. When looking at the enemy list, do they have a turret that is equal ps? Take the initiative, if not the take the moving last option.
