But the LS skips their Refresh and triggers after referesh do trigger during the first turn, don't they? i.e. you get to put a shield with Escaping the Empire during the LS first turn. Wouldn't be that the same?

It's not the same.

LS doesn't skip the refresh phase. Just the remove focus step of that phase.

DS skips the entire conflict phase.
