Some had speculated that the delay was due to the switch to plastic Force Packs, and this has been hinted at in the Rogue Squadron announcement. My question: Why just Star Wars? If it's a factory improvement (or a cost-saving measure), I would expect them to apply it across the board, since all LCG packs are designed the same way. Bottom-line: Why did only Star Wars get shafted with the delay?

The delay in Echoes starting has nothing to do with the change in packaging for Rogue Squadron cycle.
The delay happened it's over, let's stop beating the dead Tauntaun.
Do we know what caused it, then?

Always in motion the future is.
I don't know a whole lot about their production process. But I don't think the delay is just Star Wars. FFG is quite far behind on their releases for Netrunner as well.
Netrunner isn't really that far behind. They normally have a month off after a deluxe expansion.
Actually, it appears the new Warhammer LCG will use the new design. I would expect it to show up when the other LCG's begin a new cycle.
