Luna's Encouragement has the clause "Any ongoing effects of that action card are cancelled"

does this mean a foundation flipped from No Forgiveness "flips back" if you use luna's?

by ongoing effects it means effects like "While this card is in your card pool" or "Your next card gets blah blah" No Forgiveness has already resolved and thus has no ongoing effect after it flips the card, it's just gonna sit there as a blank foundation unless you can find a way to flip it back.
