"Limit 1 per deck"

Let me answer your question with a question: Valar states Limit one per plot deck. Does that sill apply if you happen to draft more than one?

I haven't read the "modern" draft rules, so this may be different. However, in the CCG days, only the deckbuilding rules and limits were suspended in draft. So you could have as many copies of a card by title as you were able to draft instead of the regular 3. But if a card itself had a copy-number and/or deckbuilding limit as part of its text, you still had to honor that.

So based on the CCG draft rules, I'd say that the "Limit 1 per deck" on cards like Shadowblack, etc. (and the 1 per plot deck on Valar) are still applicable.

Yes, if it is printed on the card, it is still in effect.
