Warrior with two flails would roll two dice for each flail and add them together for his attack roll and then do that again since he makes two attack rolls and picks the best so he gets his pick of the better roll of 4 to 24.

I don't think you are.
Flail
You may roll 2 dice during battle and add them together to determine your attack roll.
Warrior
You may roll two dice in battle and use the higher attack roll to determine your attack score.
With both abilities at your dispoal you may choose to use either one (or none). Nothing indicates that they can be combined.

I had to look it up tonite because my son played the warrior and got 2 flails, and I knew there were discussions on this so I found that discussion.
