Leaders and Transportation

Ok so my group and I are about to start our sixth game of Twilight Imperium and are playing leaders for the first time. In looking through the rules it states that they are subject to the usual transportation rules as if they were a ground force except they don't contribute to capacity. My question is this: If they are subject to normal transportation rules, does that mean they are unable to travel in other capital ships? Basically, do I need Stasis Capsules in order to use them on dreadnoughts and cruisers? Because if that's the case, it would seem really limiting for some of them (i.e. the admiral would be next to useless for most races). Sorry if this has been answered elsewhere. I'm a tad new to the forum. Thanks!

Your answer is right there in the rules (p. 34):

"Unlike Ground Forces and PDS, however, any spaceship (including Fighters) may transport one or more Leaders".

Thus Leaders can be transported by any ship. The reason the rules is also refering to Carriers is because the rules for how, when, and where you can pick up or drop off Leaders during movement are the same as those on how Carriers pick up or drop off Ground Forces:

  • Only being able to drop them off at the destination system (the one just activated).
  • Only able to pick them up from planets or ships in unactivated systems passed through on the way to the destination system; or in the destinations system itself.
  • With Transfer Actions being the exception in that you can pick up or drop off in both of the systems activated by the Transfer Action.

Ok that's what I figured. I just wanted to make sure I was clear on the rules. It certainly wouldn't be the first time I misinterpreted the rules of a game. Thank you so much Cremate for the quick and well thought out reply!
