Okay I am trying to wrap my head around this. I bunch of us have gotten our new ships and have been flying them. Most notably is the Phantom. Now if I have Whisper and have advanced sensors on him. I think it goes like this:

1st turn I move 1 and cloak.

2nd turn I decloak, which i use the 2 movement and either go sideways or forward. I chose forward 2.

Now for advanced sensors i can recloak after i do that. Then do my movement.

That's how it works correct. Just making sure.

Now with Stygium Particle Accelerator if I use that whole scenario i just said I would get 2 evade tokens? Or just one.

Stygium Particle Accelerator allows you to take a free evade action.

You can't perform the same action twice in a round, even if it is free. You would only be able to get 1 evade token from one free action.

You have the sequence right.

Stygium Particle Accelerator gives you a free evade action and you are limited to performing each action once per round.

With Advanced sensors you can do that. But you can do that witout Advanced Sensors as well.

The advantage is that Advanced Sensors allows you to Cloak as an action, Decloak, and then make your move, allowing for full manueverability while still firing, although your shots will be unmodified. I find this setup less than desirable, as it is prone to dropping fast, losing 27+points of ship in a couple of attacks.
