Simply put the rebels<-( notice I didn't capitalize), are easier to play and are to a degree designed for the clock. The Empire on the other hand takes practice and the ability to think 10 turns in advance. The defensive edge the Empire has with maneuvering arc dodging weighs heavy on the clock. Playing the Empire means 0 mistakes, that goes for movement and actions. Maximize your odds and power game the crap out of your list. Remember moderation is for losers and the Empire is for winners.
