If you use his ability at the end phase, does that mean you can not use his ability the next turn as well as not getting an attack?

I would assume you can't shoot at all, but then again, also could be wrong

His ability states "you cannot attack during the next round". A Round is all of the phases; Planning, Activation, Combat and End. So no, If you use his ability he cannot attack at any point during the next round.

"At the start of the end phase, you may preform one attack. You cannot attack during the next round."

It doesn't say anywhere that the end phase attack is not considered an attack. So it is quite clear that you cannot attack during the next round.
