Infiltration

OK I am stumped as to how to get my players to infiltrate a ruling government on a hive world to root out a government conspiracy. Please help and thanks in advance.

I think for us to help you, we're gonna need a bit more info on the situation you have set up.

Off the top of my head and with absolutely no idea about the politics and structure of the government they are to infiltrate, why they are infiltrating, or even who's going to do the infiltration, have their contacts in the Administratum hire them on and then conveniently mix up the paper work effectively making the pc's Comptrollers in charge of tracking and recording the tithes for their target planet plus three other planets (so as to avoid suspicion). That should give them all a reason to be mucking about in the governmental structure without them being too scary... unless they are investigating missing tieths or some such, in which case, that would be a terrible idea.

Like I said, more information is needed.

I would want to the Government to be a cult operating with a "xeno infiltration" that is within the Hive World. This would give you the hook for the Acolytes. That somehow they have to do an minor exterminatus on the operating government. Also I believe that in the Creatures Anathema gives reference under te section Chapter V to the Xeno Terminus Enslavers. An incorporeal being of the warp that enslaves its victims with taking over their mind. They live on the Immaterium. An adventure in the CA refers "The Inquisition wishes his Acolytes to look into reports that the Chief Judge of a local Adeptus Arbites force has become lax in his duties, taking too long to recover from an illness and being able unable or unwilling to resume work. The judge has fallen under Enslaver control, due to a recent emergence of low psychic energy" If you will I would throw some minor terminus Oblivates, Hullghasts and Simulacra. Each of these monsters have relatively low wounds and average Weapon Skill. They are not much on Ballisitics.

As for more info here is the summary.

The group gets involved in a gang war which is over a new drug. In the end of act 1 they notice and Inquisitor LORD talking to the leader of the gang. The lord hands over a package, containing the new drug. A fight ensues. The package is ruined and vials scattered about in the end they manage to get a sample of the drug.

To find out why the inquisitor LORD was giving this out they have to go to a lab and have in analized. This sends up red flags and their Inquisitor busts in and ruins things for the group sending them on a bogus mission.

Enter a Scientist who was also monitoring for red flags. He was assumed to be assinated but survived the attack. He leads the group to believe that this drug is all about a local government conspiracy.

Here is where i am stuck because they need to infiltrate the government to discover that the Inquisitor LORD has been using the government resources to fund his own infiltration of the entire planet from the forces of chaos. The drug is actually a Chaos Substance that does alter the state of those who use it, but, it also turns them into warp gates and chaos need enough people to be under the infulence so they have a large enough warpgate for the entire army to come through.

I just dont know how they would infiltrate the government to get a hold of the info they need. They have to do all of this without tipping off their Inquisitor that they are disobeying orders.

Why was the Lord personally handing out the samples/ merchandise?

Wow... tyhat's one heck of a difficult situation you have there.

In the grim dark future of bleak grimness, no plan ever goes as planed, not even a Lord Inquisitors. To this end, it could safely be assumed that not everyone in the Hives governmental structure is coked out or under his corrupt thumb. There must be a few staunch and pure holdouts who are paying lip service to the plan, know something Tully Bad is going down, and looking for someone who can put a stop to it. Enter the PC's.

Now, with elements of the government secretly trying to put a stop to the madness, the PC's wouldn't have to infiltrate as impromptu "agents" are already in place. Perhaps one of the Nobles valet learned of the PC's investigation from the Scientist and has some choice information concerning what is going on (after all, no one even thinks twice about a valet bing about when doing dark deeds... they're like foot stools). They will have to meet up with him to get the info real cloak and dagger style with shadows fallowing shadows, dead drops, etc as the PC's become the spy handlers for this valet.

The valet will, through info he gathers, give them a prime black bagging victim ripe for questioning, if they can figure out a way to black bag a noble and put them to the question without anyone else in the government becoming the wiser.

There are many ways that you could have the PC's infiltrate the government. First off, it'd be nice to know a little bit about their professions but here are some things off the top of my head;


1. They could locate a prominent member of the planet and coerce him into getting into the government. If there are elections on this planet, they could have an entire quest where they need to rig the election. If it's purely hereditary, they could find a disillusioned noble and coerce him to play a larger role in his government and appoint the PC’s as staff. Coercion could be anything from blackmail to direct threat of force.


2. If a PC has the disguise ability they could find a government official, kidnap (or kill, depending on how ruthless the PC’s are) and fake a rumor that the government official was in a bad accident. When the official returns to duty (a PC in disguise) he will have an excuse as to why he may not look exactly as he did before and is somewhat forgetful… this could be a lead up to an entire PC alter Ego which he playes upon through the entire campaign.


3. The PC’s could even play the “I’m part of the Inquisition” card and suggest to a government official that they’ve uncovered an assassination plot against him. If he appoints them as staff, the vile forces of Heritics/Xenos/Chaos will not be aware of the PC’s true identity (as well as anyone else in the corrupt government) and they can “protect” the nobleman and uncover the plot against his life before it’s too late. Of course this is all a ruse and the PC’s will be in place to conduct their true investigation.
