My FLGS does a six man furball, everybody gets one ship at 35 points.
So what would you run?
I'm thinking Carnor jax with PTL, royal guard title, and 2 hull upgrades.

You can't use 2 of the same upgrades, namely Hull upgrade
You're limited to one Modification per ship, so that means 1 Hull Upgrade.

Actually Royal Guard title lets you equip two Mods, but still no duplicates. Hull and Targeting Comp maybe?

I would go with a Bounty Hunter + Seismic Charge
I was unaware of the duplicate issue. I like targeting computer, and that leaves me one point for initiative.
I'm assuming that this is a free-for-all game?
One tactic is appearing NOT to be a threat - so consider going with a naked Corran Horn - after he takes his two shots it'll be public knowledge that he cant shoot next round so he might NOT be considered a threat. It could play mind games with people.

I wouldn't run carnor. He scares people.(So does the above, but hey.)
Also Etahn could be interesting, given that he provides crits to all enemy ships, meaning he affects your opponents shots too.

Or better yet use him, and NEVER take that 2nd shot. Give people the eyebrow and threaten the 2nd shot, but keep it as insurance.
How about
Grey squadron, R7-T1, proton torpedoes, ion turret, and hull upgrade?
I'd use munitions fail safe but i don't have it. I'm also considering using Vader as a missile platform, and for all those actions.

Typically they aren't considered a huge threat unless you're known to be the best pilot at the store, and they're very easy to fly. Keep out of the center, just circle the outside, and Ion high priority targets, then let your opponents tear each other apart.
Edit: I think you beat me by like 6 seconds there. I like it, it doesn't scream kill me now, like some of the others, and you have enough health to last to a ripe old age of more than 2 turns.

Totally Defensive - you don't decloak after the first turn until there are only 2 players left. Use the saboteur to flip hit to crits on any damaged target. You just don't shoot much.
Echo + VI + Advanced Cloaking Device
Shoot first and then Cloak. Don't get hit.
Wedge w/ Predator, Hull Upgrade
Wedge is m'boy! Just circle the edge of the board and pick off ships, then cut in after the insanity in the middle dies down.
Outer Rim Smuggler, Anti-Pursuit Lasers, Navigator, Recon Specialist
Let everyone else freak out about Echo. Just ignore the mobile blocking terrain until it's too late.
Alternately:
Bounty Hunter with Tactician.
I wouldn't run a Phatom. You are going to take a lot of heat and you are too squishy to survive long.
Onyx squad with Hull upgrade might not be a bad choice. You'll be very tanky and be able to boom and zoom in and out of the fray. You'll shoot last but being an unnamed pilot, you might not draw a lot of attention, if you get to a one on one you can just white k-turn on your opponent til he dies.
For Rebel I would go either Y or B wing. Maybe Gray with Ion turret and some ordnance for finishing blows. Ibitsam with a sensor jammer would be nice and tanky too, and allow you to survive to the end game.
I like this idea! I think however that the higher skill pilot you take, and the more dangerous you are, the sooner people will shoot you.
What i would take is this
Y-wing
Grey Squadron, R2D6, Deadeye, Ion Turret, Proton Torpedoes X2
Total - 35
This Y-wing can shoot his torps with only a focus which means he can pick and choose his targets. In addition to that, he can just take an ion shot if he doesn't like his options. Probably not a high priority threat, so he'll stick around, and he can definitely put down the hurt.
On the imp side, i think a generic - tanky phantom could be the way to go, because people are much less likely to consider it a big threat when you can get shot with your cloak off.

Sigma Squadron, Sensor Jammer, Flight Instructor, Stygium Particle Accelerator
Total - 35
Very hard to hit, even for hi ps pilots, cause he'll always have an evade, forcing opponents to either use focus to even damage him, or to survive (and in a fur ball, you want to live), not to mention he's re-rolling his evade die.

I've played a number of these type of games and the winner (last man standing) usually has R2-D2. When you have a large free-for-all, there are threats from all sides so people tend to only get one passing shot at you before another target diverts them or scares them away. Being able to regenerate a number of shields will keep you in the game and makes you a very undesirable target.
The other thing you want is high pilot skill so that interceptors and phantoms cannot catch you easily. And if you have high pilot skill you want some kind of movement action.
Wedge w/ Expert Handling and R2-D2 35pts
or Luke with the same for some extra survivability at the cost of a pilot skill.
