No they're not. Decoy tells you to swap your PS with another ship. Swarm Tactics sets the PS of the other ship to match yours.
So with ST you have 2 ships with a PS6, one which was PS4 before. With Decoy, the PS6 ship becomes PS4 and the PS4 ship becomes PS6.
The PS is getting swapped instead of passed on. So instead of 2 pilots at PS 9 you end up with soontir at PS 2 and a black squadron pilot at PS 9. This makes it look like a drawback for decoy, but it lets you put decoy in the lower PS ship's EPT, leaving the ace's EPT free to use something else.
Edited by ForgottenloreAnother idea is if you want to use an effect like Ten Numb's ability, or a heavy hitter like Rexler Brath against a target that has a token, you can switch his PS down to the lowest PS ship, and over the course of shooting see if he spends it to give you better odds for the heavier hit.
Honestly I don't see it being used very often, but at least it's an option.

I'm not sure it's worth building around, but Brath is a great option to Decoy down to a lower PS. He very much wants to be firing against a ship without shields, but his high PS makes that difficult in a lot of cases. Dropping he PS to a 4 so that more of your squad fires first, hopefully stripping the shields before he drops the hammer, has some potential.
