Squad Leader and same pilot skill

Hey Guys ( and or girls)

I think I know the answer, just wanted to get some other people's thoughts.

Squad leader on say PS6 unit, can the free action be given to another PS6 unit or only 5 down?

Squad leader says "lower" so no you cannot give a free action to a ship with the same PS.

Squad leader says you choose one ship at range 1-2 that has a lower pilot skill. So a PS6 pilot using Squad Leader can only choose a ship with PS 5 or lower.
