the current interperetation of this would be " after costs are payed the ability resolves as much as it can" so yes, you should be able to use it on your opponents attack as a "E Commit: Draw 1 card."
What Antigoth ruled about Bereaved makes no sense. If this was the case, then indeed Blood Runs True means your check is zero, and IF you fail it, then each player draws 1 card.
Separate sentences are separate parts of the effect. Each part of the effect resolves as much as it can. At first, there's not target for the first sentence, so it does nothing. But the second part does have a target. You. You draw 1 card. So the ability does resolve.
Glazende Nova and Frischer Himmel should draw you a card, doing nothing else to the opponent's attack.
The second part of the effect is not conditional to the first, because there's no conditional clause. An example of one would be Hooligan Combo. "E: If this attack is not blocked, remove it from the game. Add 1 card from your removed from the game pile to your momentum."
Because an "if" statement precedes it, until it resolves, the rest of the effect doesn't resolve YET.
What you just said about BRT would make sense. But the new rules states:
2.13.5 Played abilities that state a condition preceded by “if ”, “after”, “when”, the entire effect following “if ”, “after”, “when” must resolve and then the condition can be fulfilled. For example, for the game text “If this attack deals damage, reveal the top card of your deck. Gain X vitality.” The vitality gain is fulfilled once the attack deals damage and you reveal the top card of your deck.
According to this rule, the "if" condtion has to be at the start of the ability. Tag said something to this effect here www.fantasyflightgames.com/edge_foros_discusion.asp about the BRT issue. Apparently there will be an errata document up soon, which may or may not include information about BRT.

where exactly in that statement from the rules do you see it say anything about it having to come at the beginning of the ability? the BRT arguement is well known to be a "its works like this because we say so" ruling
The BRT is the exception to the ruling. But according to to the link I put up from Tagrineth,

Wait, hold on. How does this have any relation to the "If thing"? There's no "If" on Bereaved or Hilde's Weapon.
If it has no relation, then can I resolve as much as I can, and thus draw 1 card if it's my opponent's attack?
