The second sentence in each of Stand Off's effects that requires foundations to be committed by the opponent. The ruling is that committing those foundations is considered to be a cost, and therefore subject to the rules regarding paying costs (a Character card may be committed instead of a foundation, and you may only commit your own foundations to pay a cost)
Tagrineth is also a rules arbiter, and his word is (presently) the final word on this topic.

Correct, and after discussions with Hata on the matter, all arbiters are in consensus on the matter.
The costs section will be expanded in the next revision of the AGR to include scenarios like this one.
The next AGR revision is targeted around set 13.
