Yes to both as long as the name matches in character stacking or on character abilities, even from different games (ie SCIV vs III). You can even stack the Hanzo that comes from King of Fighters and the one from Samurai Showdown.
unless the rules on characters have changed dramatically in the last few years, seigfried is still seigfried, it doesn't matter what game he's from.
in terms of the character playing rules, any character with the same name as any other character is deemed to be an alternate version of that character and so may be played as such. as for character only abilities, it is simply asking is your character "seigfried". as such, all it cares about is the name on the card.
I suspect this is why *Rock Howard* has a first and last name printed on his card, so that he didn't share a name with Rock from soul calibur.

They are there to differentiate versions of characters within a single licence.
SCIV is not SCIII
But SC3 Cassandra is SCIV Cassandra?
I would have thought the set logo in the lower left would have been sufficient to distinguish them.
I don't understand why this was done. It seems like the single dots is just there to confuse things.

The single dots are there for when additional versions of SCIV Cassandra are made.
Just like there are multiple versions of SCIII Cassandra. Five of them to be specific.
