Nope, that is more or less how it works. I still roll attack dice, just to be in the habit.

Yes, after Blount attacks with this, the defender automatically suffers a damage and receives the ion tokens. The rules technically require you to still roll attack dice and evade dice, even though it doesn't affect the result in this case.

Deadeye on him with ion pulse can be nice. Worth a rookie x wing nice? That I don't know....

He hits without causing damage. Good way to strip a stealth device.

Eagle1361 is right, though. Even if you do no damage, you still have the "hit" effect applied to the opponent, triggering things like Stealth Device.

The card even specifies "even if the target takes no damage".
