Both agent and lieutenant have this skill.

But, rules says "monster can only have 1 attack per activation "

Since Rylan gives action outside of the targeted monster's turn, the "influenced one", does it says that the monster can make an attack action ? and this each time the monster is "influenced"?

Or, should rules be readed "monster may attack once per round"?

It looks like a bit powerfull to me, but as an Overlord, I would love this would be possible.

It's obviously not an activation, so yes.
