What are your best Rohan decks?

A friend I often play with is trying to get a Rohan-themed deck together. He's fond of Tactics and will mix in a bit of Spirit as well. So far he's been using Éowyn for quite a while, and liked Éomer when he tried him.

How would you build a deck around the siblings, and a third hero (possibly another Rohan character, or Gimli or Bard)? I looked at Théoden, but, while he has respectable stats by himself, there isn't a great deal of synergy with other Rohan cards. Almost no one else in our group (usually 3-4 people) rely heavily on Tactics, so the WP boost would make little difference.

I wouldn't discount Theoden just because his ability is a bit weak. His numbers make him worth playing. If you can get an Unexpected Courage on him, then you can use him to do any of the three main actions pretty well. I'm not saying you should DEFINITELY use him or anything, just don't discount him.

Hama can be helpful to keep recurring useful events like Feint. Dunhere is pretty cool if you can keep your threat low enough (probably wouldn't happen) and get some Spears of the Mark on him. You could also stray away from Rohan a bit and get Beregond as a power defender.

I've used eomer - hama - dunhere with some succes.

Eomer combos really well in multi player with westfold outrider.

Pluck a foe away from the other deck, get. the bonus, and if you got firefoot out you trample everything.

Hama is as Joe here stated. Cycle key tactics events. Feint, quickstrike, etc.

Dunhere is also as Joe stated: get the spears on as quickly as possible. I'll add here that he combos really well with quickstrike.

You get to dispatch foes in the staging area at any time.

This deck pairs nicely with a eowyn - theoden - theodred deck i might add.
