Howlrunner is wasted points if she's the only TIE.
My thought was to keep her, Howlrunner, out as bait dancing at Range 3 as much as possible while getting the buff from her ability for Echo and Rexler to weigh in as the hitters.

Given her ability requires range 1, and the Defender will be doing it's white K turn thing and the Echo will be doing his shenanigans, they're almost never going to be close enough to Howlrunner to get the benefit, and if they are you're not flying them right.
Backstabber or Mauler instead of Howl
I would drop Gunner from Echo, how often is 4 or 5 attack dice buffed by FCS going to miss? Then I would throw in an Interceptor instead of Howl.
Buffing only 2 ships she isn't bait. Her buff is marginal then. That assumes you can keep her within range of Echo to begin with. If you plan to anchor Echo to Howlrunner you vastly reduce the maneuverability benefits of that Phantom. I know I'd be grateful for range 2 shots on a Phantom and would ignore 1 range 3 TIE. Binding them to Howlrunner I'll get those shots as opposed to having to try to pin Echo down.
Also, I'm not a fan of the buzzsaw combo on a ship with 4 base attack. The odds of getting 1 damage thru are much higher than a base 3 attack ship. That means that Gunner is a lot less likely to come into play. If you really want to load Echo up I'd go with Recon Specialist & either Advanced Sensors (most likely choice) or Sensor Jammer.

I would lose howlrunner. Someone like backstabber or mauler mithel would fit the squad better IMO.
Howlrunner is a great pilot with a swarm but in the list you made she's wasted, backstabber I think would work better.
