Can Airen dish out 2 free actions when firing cluster missiles or are the two attacks part of the the same one attack?

He is performing "this attack" but doing it "twice"

I would say yes as the attacks are separate but if it's considered to be one attack then I'm wrong.

Yep Vronk is correct. Clusters are considered 2 separate attacks so Cracken gives 2 actions when firing one.
