A shotgun has 0 penatration, this seems wrong.

Does this change at point blank range?

Shotguns traditionally have extremely poor armor penetration ability in virtually every gaming system they've ever been statted-out for. Largely because of the diffuse nature of shot-style ammunition (even close up) and the physical properties of most modern and extrapolated anti-ballistic armors. The only benefit of using one at point-blank range is the potential application of the scatter mechanic to boost damage output.

I agree with the above statements. However, needle or flechette type projectiles would do the exact opposite of what shot from a shotgun does to armor. So if you are looking for good armor penetration, some sort of needle/flechette weapon is the way to go.

It's the 41st millenium, if they don't have needle/flechette rounds for shotguns, they should have another type weapon that does by now.

Personally, I allow the equivalent of Man Stopper rounds for shotguns, at the cost of the scatter quality.

Non of my players have used a shotgun so far so it has not come up but I would allow manstopper equivalent, setting the pen to 3. I wouldn't nessecarily remove scatter (though another type of sabot round or fins stabilised explosive AP might) as shotgun ammunition with multiple darts or even arrow like metal blades still seems to have range problems.

Although a good name for this ammo has eluded me.

I wouldn't do the exploding shot gun round as that is a bolt gun round. You could definatley do manstopper type rounds howeer I'd consider this to be slug and hence no scatter ability. Any munition that spreads out and gains the Scatter ability is also going to have lower Penetration is you have a number of submunitions spreading out and loose momentum faster than a single round from the same weapon. You could have the flechettes and reduce the scatter ability say three degrees of succes for additional hit and double armor points at extreme range but not long. If you notice many solid projectile weapons do not have a Pen value in their base value. Nor do most las weapons.
