Is a Heavy laser cannon is basicly back to back attacks? First one resolved normally, then the second with the card modifer?

No.
There's 2 types of weapons Primary and Secondary, you pick which one you're going to attack with and use the values on the pilot card or weapon card accordingly.
So if you have a Heavy Laser Cannon equipped on a B-Wing, you can either attack with the 3 dice primary or you can attack with the 4 dice HLC.

Well, an additional attack die is pretty big, especially if you can get a focus to go with the attack. Plus, secondary weapons don't give the defender an extra defense die at range 3.
Yeah the HLC does seem like not such a great deal when you look at it like that. But as Forgottenlore points out it does have some advantages.
It gives you 4 dice at range 3, but the target doesn't get an extra dice. So in a way that's a 2 die increase, 4 vs 3, rather then 3 vs 4. Plus as was pointed out an extra die is a pretty big thing in X-Wing.
That said, the HLC does have some limited use, because it is so expensive.

1) It's 4 attack die at all ranges now. The B-wing, for example, is usually 3 dice and Ranges 2 and 3, and 4 at Range 1
2) Secondary weapons don't give a range bonus to your opponents defense dice, i.e. where as firing your primary at a 2 agility X-wing at range 3 they'd get 3 dice, firing a heavy laser cannon they still only get 2.
3) HLC specific now, it doesn't completely lose crits. If you have a target lock to reroll, or some EPT that modifies dice, you can get crits with it. It's just the straight up original roll you change any crits to hits.
Wasn't aproaching the 7 point cost correctly, was comparing it to torps/missle......then thought about the fact its not a oneshot. Like a really small light bulb over my head it makes a little more sense now

Are you sure about that? Since the card text says "immeadiately after rolling your attack dice..." So it should activate anytime attack dice are rolled, not just during the initial roll. Is there anything that specifically mentions HLC doesn't apply to rerolled dice?

huh. would you look at that. That changes a few things...
Yeah, rather expensive, but having 4 dice at all ranges is pretty devastating. And denying your opponent his range 3 bonus die is pretty cool too. I like it on Krassis because if you don't have a target lock, you can still re-roll one die and keep a crit if you get one.
