Since the card has the word energy before stating that you can discard the card to gain three energy...that means you have to spend one energy to use it, correct? So, essentially the card is only giving you 2 free energy tokens. Right?

Not quite. The Energy header just tells you when you can use it: during the energy phase.
Nope. It doesn't say spend any energy. The Energy: header just tells you when to use the card. (Which is in the energy phase)
