can i preform a free cloak action when stressed?

ie a phantom with a stress with advanced cloaking after shooting

Even though it's a free cloak action, you cannot perform actions while stressed unless you're Tycho.

For that reason I hate stressing my phantom

Cloaking is an action and all the rules for actions apply, including stress.

I see stress control meta in the future. So how many stress tokens can we assign to whisper and echo?
