As someone who normally plays OL, I really like some of the plot cards that were revealed in this deck. In addition, Skarn's overall ability to regenerate is really going to piss of my heroes.

Further, his ability to drain their fatigue is pretty powerful as well, as many of my heroes actions/skills often cost fatigue.

I really think I am going to enjoy inflicting this Lieutenant/agent on my heroes.

Mend 4 is ridiculously good, especially considering that he's got Thrash. Heroes need to do concentrated damage to bring down his health, but if they group, it opens them to be hit in groups.

Absolutely !!! As you say, with Thrash being an attack action that affects all heroes adjacent to him, he will be able to cause havoc with melee Heroes, who often (but not always) do more damage on average than any other archtype.

Obviously, if they can attack with Reach, then they are better off, but there are some many maps that have skinny corridors that will force heroes to be together, which in turn allows us to get next to them. Sweet.

So with trash and mend 4 would he heal 4 per target hit?

Reading some of the other plot cards it seems like this deck is really focused on getting the skarn agent summoned seing as there are several cards that gives threat both when you summon him and when he is defeated.

I have always felt that the cost of summoning agents have been a bit to steep in most situations seing as you have to rebuy the card if the agent is defeated but with this plot card you could buy Faithful Guardian to get enough threat to buy back the card each time.

No. Thrash is just an action which allows Skarn to attack, but the attack gains an area of effect effect, as it strikes anyone adjacent to him.

He can spend a single surge to Mend 4, thus recovering 4 wounds. They do show the Act II card for Skarn and his attack dice are Blue-Yellow-Red, so getting a surge should not be that difficult.

In addition, he also has another plot card called Thick Scars which allows monsters that are "marked" (a whole other mechanic) to also get to apply +2 to their health.

Right. My point was that since he has a high health and the ability to quickly regenerate, to kill him the heroes need to "concentrate fire." At least some of the heroes probably attack melee. Therefore, it's likely that multiple heroes will be close to Skarn (in order to do the most damage all at once.) However, this is very dangerous for them because of his Thrash ability. In other words, in order to effectively attack Skarn, you put your team at risk to be hit really hard.

I agree. Usually, at least early on, the Heroes (and monsters for that matter) that are going to do the greatest damage are Melee. This definitely poses a problem when going up against Skarn, unless that Hero is fortunate enough to have Reach. Even then, however, Skarn will be able to move and attack, and with very skinny corridors, I can see all kinds of potential. :P

Skarn is like I would like Plot decks where at the start.

An agent, and cards made to be played if and only if the agent is in play. And with his general overpowered defense and capacity of self healing, it looks like he will be my favorite agent and plot deck for a long time !
