When I drop a proton bomb from my Tie bomber does it mean I have to take the face up damage card to my bomber as well as the enemy getting hit because the 1" ruler is less than a range 1 attack as listed on the card?

No: the bomb doesn't go off immediately.
You drop the bomb, then reveal your maneuver dial, then move.
The bomb explodes once everyone's maneuvers have ended for the turn.
If you are forced back into range 1 by overlapping another ship, then you would take damage. But as long as your ships are outside range 1 of the bomb, at the end of the activation phase, you're ok.

More specifically, you take a card. Although in the case of a Bomber I guess "suffering a [crit]" and being "dealt a face-up card" are almost the same thing.
Since the card says that a card is dealt rather than saying that the ship suffers damage, I assume that a proton bomb goes "through" any shields on the ship. Is that correct?
