How would the Outrider title card interact with gunner? Does the gunner become useless or can he use the cannon for his attack?

Gunner uses the primary weapn. Outrider with cannon cannot use its primary weapon. So the gunner does nothing.

You cannot use your primary weapon while you have a cannon equipped with the Outrider title. So you cannot trigger Gunner. Only if the cannon becomes "unequipped" would you then be able to use the Gunner's primary attack. Only way I can think of is if you receive the Munitions Failure crit.

You don't bring Gunner when you bring the Outrider title.

The Outrider title doesn't make your cannon into a primary attack; instead it turns off your primary, and lets you attack outside your arc with the cannon. But the cannon remains a secondary weapon attack, so the Gunner won't do much.
