I can't find this in the corebook: is the burn quality affected by soak? Or damage is directly applied?

IIRC, unless it says wounds are inflicted (not "damage inflicted" or "dealt"), soak applies.

So yes, you get soak.

I could swear this was brought up in a rules question or podcast and the answer was soak would apply.

Soak does apply to burn, yeah.
