Both those quotes from the same page seem to imply if not out right say that he thinks Wave 4 should be banned until after this season.
His logic is fairly flawed however. If FFG had major issues with balance, and there was massive powercreep in each wave, perhaps. But as it is, bringing a 4 X, Bloody Daggers or Howl Swarm list that won prior to Wave 4, can still win just as well post wave 4.
It's also not like people who won at any given regional and are going on to the next step need to use that same list in the next event. They don't even need to use the same faction... let alone same list. So there's no reason to ban something just because it comes out mid season.

No, that's not what I said at all. I would be fine with a delay of a few days after release day so that people have an opportunity to get their new models. I don't think there should be a situation where a new release comes out literally the day of a tournament and the only people who get to use the new stuff are the ones who pre-ordered it from the hosting store.
What I disagree with is the idea of banning new stuff for weeks/months because certain people refuse to playtest new stuff until release day and are terrified of encountering new releases without having a month or two of preparation.
I suppose I'm just on the other side of the fence on that one. I feel it's important to actually own the ship in question that I'm playing, the way the game was meant to be played. I don't cut out cardboard bases and say 'that big piece over there is the Tantive'.
That's your choice to make. But that's a CHOICE you made, not a situation that was imposed on you. You have all the information and tools required to playtest wave 4 stuff, and I don't see any reason why other people should be banned from using it in a tournament because you don't like playtesting without the real models/cards.
With that type logic, it should be fair to release the wave minutes before the tournament started with the expectation that everyone picks up their ships right then and there and rolls straight to competitive play. You don't think people will balk at this?
That depends on availability:
If only some people have access to the new releases because they ordered them elsewhere and can't leave the tournament to drive across town to pick them up then no, it's not reasonable.
If everyone in the tournament ordered all of their new releases from that store and gets them then sure, no problem with that. I have no sympathy for the people who care so much about winning that they'll be upset if they lose a game against a new ship, but are too lazy to prepare for wave 4.
It not wanting to win so badly you'll do so at whatever the costs, it's ensuring fair opportunity is afforded to everyone entering. That's a big difference IMO, ensuring the later focused on good sportsmanship. If the ships aren't available to everyone prior to the start, than it needs to be addressed if that's fair. But that's not what we're talking about here. Making ships available to everyone requires a few days, maybe a week at most. What people are asking for is a long ban (weeks/months/all of regionals) so they can have more playtesting time. And my point is that this is a ridiculous argument to make. All of the information has been out for weeks/months now, so if you haven't prepared sufficiently to deal with wave 4 tournaments as soon as the ships are in stores then you have only yourself to blame.

But is wave 4 actually in stores before this weekend? Remember, all we have is one store that might have said "we could have it this week". FFG's "not legal" statement could be nothing more than a statement that wave 4's official release day will be after the tournament in question, so you're not allowed to use any ships you won at the IA tournaments (or ebayed from people who did).

Yes, but there's a big difference in reasons. I want a very limited ban in the unlikely event that a major tournament happens on or immediately after release day, purely so that people have a reasonable opportunity to get to the store or have their package arrive. Other people want an extended ban so that they have more time to prepare for the new ships, which is a completely different request. We are not in agreement about this at all.
