Setting difficulty levels

Hi,

I've currently been playing some of the LOR campaign quests and became astonished about the Reinforcements in this campaign (most of the time the OL gets to reinforce more than 2 monsters at the beginning of its turn so that they can already activate). So I started to wonder if the way monster traits are used to choose open groups is fair or not.

It is easily argueable that not all monsters are equally powerful (i.e. goblin witcher vs. Golem) for that reason I thought maybe all monsters should have a Power Level so the OL should be able to play a monster or another depending on the level of difficulty set through difficulty points earned by heroes winning quests or obtaining too much gold (i'm thinking of gaining 1 difficulty point whenever heroes gather 200 gold, for example).

I know it can be a bit tricky to balance this and also can be a bit annoying to keep track of difficulty points, threat tokens, rumor cards, etc... but I just don't think it's equally difficult to when the OL reinforces a whole group of Goblin Witchers or a group con Golems after you've managed to beat them.

I believe this ruling would also give the OL more impression about leveling up or managing it's resources for it's own purposes as well as bringing more balance to the game (meaning that if heroes win all the time, quests will have stronger foes)

What do you think?

I think the game is pretty balanced as is. Maybe even slanted slightly towards the heroes. I don't think it would be fair to restrict the overlord anymore than he already is.

I have to say, I would really dislike having to track this stuff, and I don't really see the problem with the game as is.
