It's not supposed to be in the E wing... It can't even take a crew slot, why would it have Tactician?

I won a E-Wing and a Defender, at different events, the Decoy card comes out of the Z-95 as previously mentioned. Tactician comes with the Phantom. I watched as we cut open all 4 ships....if you look on the insert that comes with the E-Wing that lists the expansions complete contents.....neither of those cards are listed for it. If the store you went to didn't give the players the pleasure of opening and being the first there to touch stuff then that was pathetic on their part.

As far as the AoIA ships...they were full expansions.
