While the combo of Tactician and Gunner is a very obnoxious combo, due to it only working in the front arc and only within range 2 range band I dont feel that it will be as good say Hobbie + R3-A2 or as I recently learned in a new Paul Heaver list (2013 World Champ) Gold Sqaudron Pilot + Ion Turret + R3-A2.
ORS is a big tank but once you get out of its firing arcs, and certianly the way it flies it wont be hard, then tactician becomes irrelevant.
3 generic B-Wings with no AdvSen or FCS should not be too hard to deal with also.
As a solution I suggest bombers, Sable's Sqaudron of 5 x Gamma + Seismics is a good place to start
Gunner + Tactician does get more use out of the ORS than any other pilot, as it will miss more often with only 2 attack dice, netting you the 2 stress almost as often as using 2x Tactician, while also improving your damage with Gunner. Good build, there.
Now, pairing it with 3x Blues is not necessarily the best idea. All 4 ships have the same downside: Incredibly low agility.
This means that they will get absolutely destroyed by on-hit effects (Ions, Assault Missiles, et c.), and by any list that has several attacks (Swarms, Cluster Missiles, et c.).
If you want to fight Fire with Fire, might I suggest an Omicron Group Pilot + Ion Cannon + Tactician + Tactician? Low agility means that the Gunner won't work often, and the fact that you've added an Ion effect to your double-stress attack means they'll go home in tears.

TIE Swarm. Get into range 1 of the ORS to prevent Tactician and blast away at the B-Wings.
