I love Spike Spiegel from the anime Cowboy Bebop, and I was thinking that he would make a great character to use in EotE. How would you generate a Spike Spiegel?

But seriously, Spike has a lot going on. I don't think you can make him as a starting PC, but if you consider what kind of stats he would have, maybe you can work backwards to create a "young Spike".
For "final Spike" I'd say you start with high Brawn and Cunning, even higher Agility and Willpower, and at the very least give him average Intellect and Presence. Give him his various cybernetic parts, which will further up some of his Characteristics. Then comes the hardest part: deciding whether Assassin or Marauder is his primary Specialization. Either way, he seems to dip heavily into both Hired Gun and Bounty Hunter careers.
It's been a while since I have seen Cowboy bebop, but Spike might make a good scoundrel. He's a bit of a smooth talker when he wants to be and can pilot a ship. Though I know spike is good in a fist fight so he might have to use one of his free starting ranks to put in brawl.

I wouldn't call Spike a Marauder. Vicious is more of a Marauder, IMO, especially with his sword.
For Spike I'd probably go with Smuggler/Scoundrel, buying in to Pilot, Assassin and Bodyguard.
There needs to be a specialization that is simply all Obligation so that we can stat up Faye Valentine.
Also recall that Spike was effectively an Enforcer in a crime syndicate in his life before the Bebop.

No. I never use the character creation rules when making npcs. Its not necessary.
The pilot skills are Agility based.
