All I'm saying is I wish cloak/decloak functioned without mods so players had options and choices. That isn't an assumption at all.
On the contrary, most of the replies against my opinion, are based on the assumption that the mechanic and the mods could only have functioned the way they do. I'm not suggesting they should've kept the mechanic exactly as it is only without the mods. I just wish the ship was playable and balanced without them.
How exactly is the cloak action not viable without the upgrades? The lose of an attack isn't great on a turn where you have decent attack options, but it still boosts your defense during that turn, and you positioning immediately after. It simple isn't the best choice to use every round, but really Focus is the only one that is always good, every single other one is situational. On a turn where you can't attack you can cloak and do all the fun shenanigans when you de cloak, and when you don't you are still a four attack ship, if a fragile and expensive one.
Simply, put: A naked phantom has to choose between offense and defense. A phantom with either of those 2 mods does not.
But, one just gives an evade token, it doesn't give you both offense and defense, at least not as much as firing then cloaking, and certainly less if there's more than one ship there. Cloaking by itself? I intend to run 4 phantoms till I can make that list work.
I don't see the mods given to the Phantom (SPA or ACD) as a way to fix the Cloaking mecanic but more as a way to customize your ship to your taste. I also don't think that the Phantom needs either of these two mods to be effective; ACD works better on high PS ship and SPA is useful if you intend to cloak and decloak a lot in a game. You can run a Phantom and only cloak and decloak at the start of the game and then dogfight with it like it was an X-Wing that attack with 4 dice with a Tie Fighter dial, and just cloak when clearly you won't have a target this turn.
Taking an E-Wing almost surely pushes the squadron down to 3 ships.
Taking a Defender/Phantom pushes the number of ships down as well, and requires that you build your entire list around those ships - because:
The rebels have synergy abilities available in spades, the Empire has strong solo ships.

I have played six games against a Phantom since Imdaar, and I believe it will be the biggest meta shift. I honestly feel as though FFG didn't playtest it's mechanics enough.

The option of running the Phantom without one of the cloaking mods and giving it a hull upgrade is not at all a bad one. That makes it's stats 4/2/3/2 you can still cloak and decloak and you ostensibly have a survivable, fairly cheap gun platform.
Cloak is a great feature, but it doesn't have to be used with the cloak mods.
Adding Adv. Sensors adds options as well.
In my opinion the ship was added to shake things up. I like that.
In all honesty, I probably won't fly one much. I'll still be tootling around in my Firesprays with some new upgrade combo's, the point being, those combo's will be available, in part, because of the new wave 4 ships, the upgrades they come with that I can use to good effect both against them and current ships.

If you let yourself get boxed in then start flying a few turns ahead. Watch for it. Anticipate it. Never let it happen.(That means stay on the flanks in epic games.
