hmm, looks like a die cut problem. I wonder how often that happens.
Unfortunately it is legal as that how it was printed. I had similar issues with my B-Wings, told FFG and they sent me a new one to fix it

But I don't see it as being that big of an issue. It's still 90 degrees.
It's still 80 degrees. Not 90. 
It's definitely a reason to trade these things around.
A Left-Handed Howlrunner could definitely be an unexpected bonus if flown well.
Of course it is legal. I usually have a beer when sitting down at a game of X-Wing. (Maybe that is why my ships keep bumping into each other?)

Actually, my Howlrunner is printed almost exactly the same.
It's a shame her firing arc usually matters less than other Ties.
I do find I win with her more when I line up on the Right side of the board
I have never noticed that before. Now I will check mine out. I'm left-handed so I would be inclined to use mine as almost everything is geared to righties.
