Munitions failsafe working as intended with flechette torpedo?

Had an interesting thing come up, in combination with flechette torpedoes.

As written:

User locks and attacks with the flechette torps.

Misses.

After the attack is performed (hit/miss irrelevant), stress is applied (in this case to the cloaked phantom at range 3).

The torpedo is retained as the attack missed.

Repeat.

We felt that perhaps the intent was that the attack should only be considered as having been performed if the munition card is actually used, but as written this is not clear.

That's the way the combinations works. Miss, keep torpedo, inflict stress.

If you repeatedly fail to inflict damage you destroy nothing and probably loose the game. So this is not a viable strategy. If you add gunner ...

Add gunner and predator. During the missile torpedo attack, predator rerolls hits. During the gunner attack, predator rerolls misses.

Kath and Boba can do it. After rebel aces the B-Wing can do it as well. Beware: That's 11 points of upgrades.
