I have a question about this ability. His card states " After you preform an attack you may preform a free boost or barrel roll." So here is the question. Can he prepose an attact to use his ability if he has no legal targets?

I have occasionally wanted to shoot asteroids with garven in the first couple turns so that he could spend focus on the attack and pass the focus to Kyle in the crow. Doesn't work that way.
No you need a target to attack so you cannot use his ability if you have no targets. You can still boost or barrel roll as your regular action.
I don't have my Turr card to hand, but I'm pretty sure it doesn't say anything about "PREforming" attacks....

My next question now is, if he attacks and rolls hit, hit, miss, can he still focus to pad it on?
Garven has to spend the focus token, and the only places in the main rulebook that state you can spend a focus token are in the "modify attack dice" and "modify defense dice" sections. So you can't just spend it without attacking or defending.
According the FAQ, you *can* spend a focus token to change zero results, so even if you don't have any eyeballs on the dice, Garven can still spend it and pass it.

My thought would be yes, as Blinded Pilot is "next time you attack.....", so you acually have to make the attack, but roll no dice.

To be fair, it's only relatively recently that Garven gained options to spend it outside an attack, and the usefulness of that is limited to handing it to the Moldy Crow... But we do seem to be getting an increasing number of abilities that's expanding the options for tokens (Kir Kanos, R5-P9) so it's one that's worth retraining our brains on.

He is still performing an attack. He can spend his focus token to alter 0 eyeball results, even if there are no other results either.

Of course he can. You still go through the full attack process, which includes getting the opportunity to spend the Focus token (and any Target Locks). For that matter, your opponent could choose to spend any defensive tokens he has if he really wanted to.

Correct. Push the Limit triggers off of taking an action, not off of a specific phase.
